Call for papers CRES/ ICEA2019

Following the initiative by Ivory Coast, the first two editions of the International Conference on Economic Emergence in Africa (ICEA) were held in Abidjan in 2015 and 2017. The first edition focused on three themes: i) the developmental state and emergence, ii) changes in production and consumption patterns, and iii) emergence and human development. The second edition focused on governance of public institutions and structural, inclusive and sustainable transformation. The Government of Senegal has agreed to organize the third edition of ICEA (CIEA-III) in Dakar from 17 to 19 January 2019. The theme for this edition will focus on "Emergence, Private Sector and Inclusiveness". The main objective of this conference is to "deepen the debate on the robustness of emergence and inclusivity in Africa’s emergence plans through, inter alia, better positioning of the private sector backed by strong partnerships with the government in order to promote a strong, resilient, inclusive emergence and enhancing the potential of all countries.

CRES was mandated by the scientific committee of CIEA-III to set up the Initiative Committee that would organize a side-event for the African Think Tanks so as to enable them contribute to this conference.

In light of this, we are launching a call for papers for this Side Event based on the theme "African Think Tanks to Drive Public Partnership". This is scheduled for the third day of the conference, Saturday, January 19 from 9:00 to 12:30.

The papers will focus on three themes. The first theme will focus on "Promotion of the private sector as a driver of emergence: Development of national champions and private investment". Presentations on this theme should focus on: How can private investment be used as a driver of economic emergence and structural transformation? What are the challenges and conditions for the development of national champions? What are the innovative approaches of partnerships between the State and the private sector? The second theme is on "Inclusiveness as a guarantee of sustainability of emergence dynamics". The expected papers on this theme will have to address the following issues: Emergence and inclusiveness: what private sector for which markets? Emergence, labor productivity and job creation: which enablers for the private sector? How can the private sector contribute to the enhancement of regional potential? The third theme will be on "Partnerships between Think Tanks and the private sector" and will discuss examples of successful partnerships between think tanks, companies or employers’ associations. It should also specify which lessons, useful for the relationship building between researchers and private decision-makers, can be drawn from the examples.
